Sizing is based entirely on ASME transmission standards under pure torsion. In real designs, shafts are subject to bending from pulleys/gears, axial thrust, and shock coefficients. Allowable shear values are typically 30% of yield strength (Sy) or 18% of tensile strength (Su), whichever is lower.
